In a medium saucepan, bring potatoes, garlic and water to a boil. Reduce heat; cover and cook for 20 minutes or until potatoes are tender. Drain, reserving 2/3 cup cooking liquid. Mash the potatoes. Add oil, salt and pepper and reserved liquid; Stir until smooth.
