Heat oil, pretty hot, add flour and cook slowly for 20 minutes or so (until mixture is a peanut butter color). This is called 'making a roux', which is basic to Cajun cooking.
Remove from heat and add chopped onion and bell pepper. Stir the mixture for three or four minutes off the heat until the mixture stops sizzling.
Return to heat and add ground meat and chicken livers. cook on medium heat, stirring occassionally, for 1/2 hour.
