Sift together dry ingredients. Cream the butter and sugars. Add eggs, water and vanilla. Then add sifted dry ingredients. Cover and refrigerate for 2 hours. Enclose one wafer cookies in about 1 tablespoon of dough. Place on greased sheet. Top with walnut half. Bake at 375 degrees for 10 to 12 minutes.
