Cream together sugar and butter. Add sour cream, eggs and vanilla. In another bowl, combine baking soda, baking powder, nutmeg, salt and about 3 cups flour. Add dry ingredients to creamed mixture, adding remaining flour as needed to make a still dough (may not take all of the flour)
Roll out on a floured board to 1/8" thick. Cut with cookie cutter. Place on a greased cookie sheet, pressing a raisin (if desired) in the center of each cookie and sprinkling with white sugar. Bake at 350° for 8-10 minutes or until edges have just begun to brown.
