In a bowl, cream together sugar and butter. Beat in vanilla and egg. Combine flour, cinnamon, baking powder, lemon peel and salt. Add to butter mixture and blend well. Cover and refrigerate 2 hours or until firm. Shape dough into small round balls. Roll in the cinnamon/sugar mixture to coat and set approximately 1" apart on cookie sheet. Bake at 350° for 10 minutes, or until edges are slightly brown. Cool slightly then remove from cookie sheet.
