In large bowl, whisk together buttermilk, eggs and butter. Stir in oats. Set aside. Stir together flour, sugar, baking powder and soda, cinnamon, nutmeg and salt; stir into oat mixture along with raisins just until moistened.
Spoon batter into greased muffin cups two-thirds full; bake in 400F oven for about 20 minutes.
Makes 12 muffins
