Heat oven to 375°. In a medium bowl, stir together flour, baking powder, salt and cinnamon. Set aside. In a large mixing bowl, combine sugar and butter. Beat at medium speed, scraping bowl often, until creamy (1 to 2 minutes). Stir in eggs and lemon peel. Continue beating, scaping bowl often, until well mixed. By hand, stir in flour mixture just until moistened. Gently stir in apples. Spoon into greased or paper lined muffin pan. Sprinkle sugar and almonds evenly over muffins. Bake 18 to 23 minutes or until lightly browned. Let stand for 5 minutes; remove from pan.
