Tea Punch

2 quarts water
2 tbsp plus 2 tsp tea leaves
2 to 2 1/2 cups sugar
1/2 cup plus 2 tbsp lemon juice
ice ring
1 quart carbonated mineral water
1 pint fresh strawberries, washed and hulled
Bring water to boil in large Dutch oven; pour over tea leaves.
Cover and let steep 5 minutes; strain, discarding leaves.
Pour into large pitcher or mixing bowl.
Chill thoroughly.
Combine sugar and lemon juice in small mixing bowl, stirring well.
Add to chilled tea, stirring well.
Pour tea over ice ring in a punch bowl 15 minutes before serving.
Stir in carbonated water and strawberries just before serving.
Yield: about 3 quarts.
