This is one of Kevin's favorite Appetizers and Snacks. Now bear in mind that this is not a tongue-toasting hot recipe just because it contains the word chili. Instead, it is a wonderful yet easy to prepare shrimp appetizer with a moderately spiced chili dip. This one is NOT hot so don't worry! For those who like it hot, simply use a tiny bit of cayenne pepper in place of the chili powder.Prepare the Chili Dip first and store in the refrigerator.
